“The Immigration Reform Act (H.R. 1452; S. 1200), signed into law in early November by President Reagan, leaves the immigration rules for foreign students unchanged. An earlier House version required foreign students to return to their home countries for two years, after completion of their degree, before they could be eligible to immigrate. The Senate, however, prevailed in conference and the provision was dropped.”
