The devastating earthquake and tsunami that hit Japan in March of 2011 caused serious communications disruptions throughout the country. Isao Sugino, a 20-year veteran of Japan’s government administration and telecom policy, will give a plenary talk at this year’s Optical Fiber Communication Conference and National Fiber Optic Engineers Conference (OFC/NFOEC), which will be held 4-8 March in Los Angeles. Sugino will cover the impacts of the earthquake and tsunami on Japan’s telecom networks, its recovery efforts and future plans from his perspective as the Director of the Research and Development Office, Technology Policy Division, Global Information Communications Technology (ICT) Strategy Bureau in Japan’s Ministry of Internal Affairs and Communications (MIC).
